Milagro is part of Northwest’s burgeoning Latino community. Since 1990, Latinos have comprised the largest minority group in Oregon and having been increasing ever since. The landscape has changed, and with it, a development of a variety of Latino-based organizations and businesses. Many of these — El Hispanic News, the Hispanic Metropolitan Chamber of Commerce and Portland State University’s Chicano/Latino Studies program, for example — have been essential to the success of Milagro.
